At the end of their efforts, the 50 streamers participants have set a new record with 23 542 € of donations collected, exceeding 6 000 € the previous mark. A beautiful blessing for those who are mobilized as volunteers for 3 days of live uninterrupted on Twitch.

Earlier in the day, the 116 000 Missing Children showed the figures 2023 disappearances of minors and the report which accompanies them. Last year, 40 989 reports were made to police officers and gendarmes : nearly 110 children per day. Very high figures, which illustrate further the importance of the money collected during the event. Fully returned to the emergency number 116 000, it will include finance groups speak in favor of parents who are victims or even awareness of the risks related to the fugue among middle and high school students.

Since its creation in 2021 by the streamer Vaykhin the Stream Is for Kids has established itself year by year as the event streaming major, Hauts-de-France. Bringing together a dozen of the participants in its first edition, the live charity had raised a little more than 2 000 €. Three years later, the amount was multiplied by 10, and many volunteers come to support the organization of an event that completely changed dimension. Opening Concert, concert hall, technical team : the Stream Is for Kids is now one of the major events of the sphere Twitch francophone.

Ambitions always the highest supported by many partners, the first of which are the City of Faches-Thumesnil and we welcome and support the event for the past 3 years. Fidelity also shared by MisterTee.fr which product free of charge on the t-shirts the colours of the event. Donors have also been able to win lots of prizes through contests of the shop lille Manga Dokaze and Tokyo Snack Box. Finally, the volunteers were able to enjoy meals prepared by The Heart of Malice, catering to Loos, as well as the restaurants Domino’s Pizza in Lille, Ronchin, and the Burger King in Lievin and Seclin. Streamers, meanwhile, have been rewarded with prizes offered by the Brico Dépôt of Faches-Thumesnil.

The streamers have already made an appointment for a fifth edition of the Stream Is for Kids in may 2025. Their ambition : to beat a new record set this year and try to overcome the bar of 30 000 euros collected in favour of the 116 000 Missing Children.

After several years of successive increases, the number of reports of disappearances of minors is down more than 5% to return to a level close to that of 2020. An observation which is, however, in half-shade : the figure remains beyond the bar of the 40 000 and does not allow yet to rule on a real long-term decline, according to the 116 000 Missing Children. In fact, the number ofemergency coordinated and managed by the Foundation, Right to Childhood , received 10% ofcalls over the course of the same year. A strong increase, particularly related to the media impact of the disappearance ofEmile and Lina, after which the 116 000 has been particularly sought after. However, the notoriety of the emergency number still remains limited : only 5% of French people know of its existence according to thesurvey conducted by theinstitute Cluster17. A report ofall the more regrettable in that almost 10% of the French say in the same time have already been confronted with the disappearance of a child or that ofa loved one.

Running away from home longer by the runaways always younger

Always representing more than 95% of the total reports, the number of fugues, however, has declined substantially this year (to 5.9%). A decrease is also observed within the cell followed by the 116 000 sconcerned about receiving calls about running away from home longer and longer and runaways still young. In fact, many files opened this year by the monitoring unit relate to the youth of 13 or 14 years, or 11 years for the youngest of them. An impression confirmed by the national statistics : the share of children under the age of fifteen years among the runaways has grown steadily since the year 2018. A statement of concern, particularly given that the risks associated with the fugue is too often minimized : 1 French 4 considers that a minor fugue is ‘little’ or ‘not really’ in danger, according to the survey Cluster17.

The disappearances cause for concern and parental child abduction is on the rise.

Whatever the cause, the fugue, however, is always a space of danger to thechild, and becomes all the more whenit is repeated or protracted. In this case, it is not uncommon that the reporting operated within the File of the Wanted Persons (RPF) is reconverted into the disappearance of a concern. These last have concerned 1 259 reports in 2023, a figure that is up 7.2% since two years.

Among these disappearances qualified disturbing, the link between sexual exploitation and episodes of fugues successive confirms this year. In fact, prostitution is suspected or proved in 4% of cases opened by the 116 000 by 2023, a figure that is more than 30% when it comes to young girls run away. At the approach of the Olympic Games of Paris, the 116 000 Missing Children is concerned about a possible effect ‘ JO ‘ on this topic and calls for vigilance. On the other side of the spectrum, parental child abduction have experienced a very strong growth in thelast year with 661 reports. Yet bound by international commitments, it is not uncommon that some countries prefer to protect their nationals. Then begins an obstacle course to the victim parent which can be particularly time-consuming and expensive.

A phenomenon that is largely under-estimated and misunderstood

To include the decline of the reports in a sustainable trend, three tracks are raised by the emergency number. In the first place, the training of professionals (police officers, lawyers, social workers, etc.) must be strengthened in order to support more effectively the families and young people in such situations. The first involved, the cops have yet today no mandatory training specific to the disappearance of minors. The experts also stress the importance of educating young people about the risks they expose themselves to when they run away to avoid the use thereof, or a new beginning, when the young person has already run away.

Finally, too many French are still unaware of the existence of the aid schemes and the good reflexes to adopt in the case of a missing child. 28% of them consider that a young person must have left the home for at least 2 days to be considered running away. An error all the more regrettable in the early hours of the disappearance are the most critical to find a child. In this sense, it is essential to deploy a national campaign to prevent to respond to a need largely shared by the French : nearly 8 out of 10 consider not to be quite aware of the risks related to the disappearance of minors.

The emergency number for families faced with the loss of a child announces its new spot awareness. Produced by the studio, Prism, this spot has the vocation to question the disappearance of juveniles in France and to know the number 116 000 of the greatest number. Funding was made possible thanks to the support of the European Union, and of Missing Children Europe and donor of the Stream Is for Kids 2023.

Three stories, three situations but only one number : 116000.

A sentence that summarizes the philosophy of the last spot of the emergency number. These stories are the story of Issa, Pauline and Jeremy : three fictional characters but the story looks like as those that accompany each day in charge of the records of the 116 000 Missing Children. A fugue, as is the case for 95 % of 43 202 reports of disappearances of minors made in France by 2022. A parental abduction, beginning a legal battle that spans many years for the victim parent. A disappearance disturbing, that of a young girl fell under the control of a third party, a trend that is unfortunately observed to increase for several years.

Through the dissemination of this spot, the 116 000 wishes to grow the reputation of a number still misunderstood by a great majority of the French people. Indeed, as revealed by a survey commissioned at the institute Cluster17 and which will be unveiled soon, only 7% say they have been aware of this number. A figure that, as confirmed by this investigation also demonstrates a lack of awareness of the extent and nature of disappearances of minors in France.

The monitoring unit 116 000 has processed more than 1 300 records for the single year 2022, a figure that is slightly higher. Available 24h/24 and 7d/7, it provides support and guidance free of charge to families whose child has disappeared. Each person involved in a disappearance can call 116 000 and receive psychological, social, legal or administrative free.

A cover is essential for these parents conjugate actions of prevention, of mailing opinion research , or the organization of groups of words. Working with those who need it the most, and the emergency number is hoping to make to know with the release of this new spot.

On the 25th of may last, on the occasion of the publication of its annual report, the emergency number indicated that 43 202 reports of disappearances of minors, had been made with the police and gendarmerie in the year 2022. It is well reported, giving rise to an entry in the File of Wanted Persons (RPF), but in no case for the actual number of miners missing : a minor who ran away, 5 times in the course of the year may give rise to 5 reports.

Figures covering multiple realities

Among these 43 202 reports, there are precisely :

• 41 518 reports of fugues (96% of total)
• 1 140 reports of disappearances disturbing (2.8% of the total)
• 544 reports ofparental child abduction (1.2% of total)

These reports are not intended, therefore, not, except in very rare exceptions, kidnapping criminals or situations in which one would not find the child. In fact, it is estimated that one-third of the runaways return to their home after a few days, a third of them in less than a month, and a third-party for which the absence may last more time, but the vast majority are found.

The 116 000 Missing Children also want to say that there is no official data on the number of minors who have disappeared in the course of a year in France and the percentage of those having been found, or vice versa.

Disappearances disturbing : that really means the expression ?

The qualifier of ‘ disappearance worrying , ‘was about more than 1,000 reports in 2022, it is important to note, however, that any disappearance of a minor is considered problematic from the point of view of the law.

In the vast majority of these cases relate to fugues long, during which time the links with the child is distended or become non-existent. These can then be restated as disappearances worrying if we only have sufficient information on the place where would be the child or his or her state of health. In more rare cases, a death can be classified as disturbing as its notification if it is, for example, a child is particularly young, with a disability, who has expressed thoughts or being in the presence of a third-party that may represent a danger. The cases of kidnapping or criminal situations remain, fortunately, very exceptional.

Situations should not be minimized

During a fugue, a minor is subject to many hazards : physical abuse, sexual abuse, risk behaviors, addictions, crimes… These risks are becoming more prominent again when the minor fugue on multiple occasions, as is the case in more than 50% of the cases handled by the 116 000 Missing Children during the previous year. Any disappearance of a minor, even during a period short of time, must therefore be regarded with the utmost seriousness.

It is essential to be able to identify the causes of the fugue to be able to best accompany the young person and his family to prevent new episodes. In this sense, the 116 000 Missing Children, providing psychological support, legal and educational to all the families who are victims of disappearance of the child until the return of the latter and sometimes beyond when the situation requires it. This support is essential, both to support the family during the absence and to better prepare for the return of the child. In the case of parental child abduction, the monitoring unit also provides legal support valuable to parents faced with costly and time consuming procedures. This european emergency number, coordinated in France by the Foundation, Right to Childhood, is open 24h/24 and 7d/7.

THE DISAPPEARANCES OF MINORS IN EUROPE

250 000 miners are reported missing each year in Europe in the framework of fugues, disappearances disturbing orparental abduction. Since 2007, theEuropean Union has instructed its member states to givea number ofemergency 116 000 to accompany the families of the victims of these cases. Now present in 32 countries, these numbers officials are working together within the european federation of Missing Children Europe.

The symposium will begin with a keynote address at 9: 30am.

Three round tables punctuate the day around the issues of cooperation of prevention and support to families of victims in the european area :

• 10: 30am – 12pm : Strengthen cross-border cooperation in the framework of the disappearances of children
• 13: 40 – 15: 10 : Prevent the loss of children : a joint effort
• 15.25 – 16.55 : Enhance the support on the long-term after the disappearance

The day will be interspersed with a free lunch from 12 noon to 13: 30, no food service will be provided on-site.

The closing speech of the symposium will be delivered from 16.55 to 17h, thus marking the conclusion of this event.

To raise that money on their channel Twitch, streamers have spared no efforts. For each level of donations made, they were set many challenges in order to encourage their community to give in support of the 116 000 Missing Children. A way that is fun and good-natured work for families who have suffered the loss of their child.

In fact, the donations collected this year will once again be donated to the emergency number 116 000 of which accompanies, providing psychological support, legal and socio-educational in the past. They will be used specifically to create and disseminate a new spot of awareness in order to know the number to the greatest number.

Like the previous one, this third edition was hosted by the city of Faches-Thumesnil , which has put an auditorium fully at the disposal of the organization. On the occasion of a failure of the Orange network, which could call into question the continuation of the event, the participants have also been able to count on the technicians of the city council to re-establish a line in an emergency.

The actors of the metropolis of lille were also to the appointment of this charity event. In fact, many local partners have ensured the meal, streamers during the three days : At the Heart of the Malice at Loos, Domino’s Pizza Ronchin, The Free-Wheel or even the chip shop In Pierro to Faches-Thumesnil. Already support from the previous edition, the printer textile Mistertee.fr has once again offered the t-shirts the colours of the event.

The streamers have already made an appointment for a fourth edition of the Stream Is for Kids in may 2024. Their ambition : to beat a new record and continue to grow this event, which is now-and-already as the largest event streaming charitable, Hauts-de-France.

Thelast year, we launched the first edition of the Stream, One For Kids, an event streaming charity on Twitch, which takes place on the occasion of the International Day of Missing Children, on the 25th of may. The gifts are donated in support of the 116 000 Missing Children, european number free of charge to families of missing children. In three days, the streamer had managed to raise 2865€.

This year, cis almost triple that was harvested.

A huge thank you to the donor and streamers mobilized, and especially Cedric Finney for its investment and aid.
