Earlier in the day, the 116 000 Missing Children showed the figures 2023 disappearances of minors and the report which accompanies them. Last year, 40 989 reports were made to police officers and gendarmes : nearly 110 children per day. Very high figures, which illustrate further the importance of the money collected during the event. Fully returned to the emergency number 116 000, it will include finance groups speak in favor of parents who are victims or even awareness of the risks related to the fugue among middle and high school students.

Since its creation in 2021 by the streamer Vaykhin the Stream Is for Kids has established itself year by year as the event streaming major, Hauts-de-France. Bringing together a dozen of the participants in its first edition, the live charity had raised a little more than 2 000 €. Three years later, the amount was multiplied by 10, and many volunteers come to support the organization of an event that completely changed dimension. Ambitions always the highest supported by many partners, the first of which are the City of Faches-Thumesnil and we welcome and support the event for the past 3 years. Streamers, meanwhile, have been rewarded with prizes offered by the Brico Dépôt of Faches-Thumesnil.

The streamers have already made an appointment for a fifth edition of the Stream Is for Kids in may 2025. Their ambition : to beat a new record set this year and try to overcome the bar of 30 000 euros collected in favour of the 116 000 Missing Children.

After several years of successive increases, the number of reports of disappearances of minors is down more than 5% to return to a level close to that of 2020. An observation which is, however, in half-shade : the figure remains beyond the bar of the 40 000 and does not allow yet to rule on a real long-term decline, according to the 116 000 Missing Children. In fact, the number ofemergency coordinated and managed by the Foundation, Right to Childhood , received 10% ofcalls over the course of the same year. A strong increase, particularly related to the media impact of the disappearance ofEmile and Lina, after which the 116 000 has been particularly sought after. However, the notoriety of the emergency number still remains limited : only 5% of French people know of its existence according to thesurvey conducted by theinstitute Cluster17. A report ofall the more regrettable in that almost 10% of the French say in the same time have already been confronted with the disappearance of a child or that ofa loved one.

Running away from home longer by the runaways always younger

Always representing more than 95% of the total reports, the number of fugues, however, has declined substantially this year (to 5.9%). Finally, too many French are still unaware of the existence of the aid schemes and the good reflexes to adopt in the case of a missing child. 28% of them consider that a young person must have left the home for at least 2 days to be considered running away. Conducted at the end of 2023 by the institute Cluster17, it sheds new light on the perception of the disappearances of children in France. Widely underestimated in their scope and often misinterpreted these last seem to involve a significant number of French : 10% say they have been confronted with the disappearance of their child or that of a loved one.

A phenomenon that is largely under-estimated and misunderstood

In 2022, 43 202 reports of disappearances of minors have been made in France with police and gendarmes, according to figures released by the 116 000 Missing Children. A number of reports, unfortunately, stable year-to-year, and yet largely under-estimated by the French : in fact, nearly 81% of respondents believe that there would be less than 20,000 per year.

A significant gap that can be explained in particular by the legitimate concern given to the most unsettling, widely publicized in the media, but only a minority of the disappearances occurring each year. In fact, they cover a range of situations disparate (fugues, parental child abduction, disappearances disturbing) to the contours often a blur for the French. In France, more than 40,000 reports of disappearances of minors are performed each year among police and gendarmes. To help families facing these cases, the Stream Is for Kids ‘ is held every year around 25 may, the date of the International Day of Missing Children.

Since its first edition in 2021, the event created by the streamer Vaykhin has been constantly growing : nearly 50 participants and many volunteers are now gathered together. During three days, the latter will organize many activities live around various themes : role-playing game, music, quiz, drawing, and tournaments online… and take on multiple challenges to encourage their viewers to make donations.

This year again, the Stream Is for Kids can count on the help of several partners, the first of which are the city of Faches-Thumesnil (59) , which hosts and supports the event. New partners, such as the shop lille Manga Dokaze or Tokyo, Snack Box, will also allow donors to win lots of prizes during the three days.

All donations collected will be donated to the 116 000 Missing Children. This emergency number coordinated and managed by the foundation’s Right to Child support for families facing a missing child, and disseminates research on its website, form the professional and performs actions to raise awareness around the disappearances of minors. Last year, the donations had enabled the creation of a new spot-awareness to know the number 116 000 of the greatest number. For this 4^e edition, the generosity of the donors will contribute to the dissemination of this spot and the financing of actions to raise awareness among middle and high school students.

The Stream Is for Kids will commence on Wednesday, the evening of may 22 on the chain of Vaykhin with an evening opening of surprises in store. On the 25th of may last, on the occasion of the publication of its annual report, the emergency number indicated that 43 202 reports of disappearances of minors, had been made with the police and gendarmerie in the year 2022. It is well reported, giving rise to an entry in the File of Wanted Persons (RPF), but in no case for the actual number of miners missing : a minor who ran away, 5 times in the course of the year may give rise to 5 reports.

Figures covering multiple realities

Among these 43 202 reports, there are precisely :

• 41 518 reports of fugues (96% of total)
• 1 140 reports of disappearances disturbing (2.8% of the total)
• 544 reports ofparental child abduction (1.2% of total)

These reports are not intended, therefore, not, except in very rare exceptions, kidnapping criminals or situations in which one would not find the child. In fact, it is estimated that one-third of the runaways return to their home after a few days, a third of them in less than a month, and a third-party for which the absence may last more time, but the vast majority are found.

The 116 000 Missing Children also want to say that there is no official data on the number of minors who have disappeared in the course of a year in France and the percentage of those having been found, or vice versa.

Disappearances disturbing : that really means the expression ?

The qualifier of ‘ disappearance worrying , ‘was about more than 1,000 reports in 2022, it is important to note, however, that any disappearance of a minor is considered problematic from the point of view of the law.

In the vast majority of these cases relate to fugues long, during which time the links with the child is distended or become non-existent. These can then be restated as disappearances worrying if we only have sufficient information on the place where would be the child or his or her state of health. In more rare cases, a death can be classified as disturbing as its notification if it is, for example, a child is particularly young, with a disability, who has expressed thoughts or being in the presence of a third-party that may represent a danger. The cases of kidnapping or criminal situations remain, fortunately, very exceptional.

Situations should not be minimized

During a fugue, a minor is subject to many hazards : physical abuse, sexual abuse, risk behaviors, addictions, crimes… These risks are becoming more prominent again when the minor fugue on multiple occasions, as is the case in more than 50% of the cases handled by the 116 000 Missing Children during the previous year. Year-to-year, the number of reported disappearances of minors continues to surpass the 40 000. Among those, nearly 41 158 fugues, the scope of which is often minimized so that they represent a genuine area of danger to the child. Add to this figure 544 parental child abduction, 43% of which involve a move to a foreign country. Finally, 1 140 disappearances disturbing, have been reported. Recent cover a variety of situations, but are most often fugues long, during which the contact with the child eventually be broken.

For the first time, this emergency number is funded by the Directorate General of Social Cohesion publishes a report on the disappearances of minors in France on the occasion of the 25 may, International Day of the Disappeared Children. This document provides an overview of the situations of fugues, parental abduction and disappearances disturbing as well as the comments of the professionals of the 116 000. This report is available online on the new website, which has the 116 000 Missing Children. It allows visitors to share on social networks the opinion research of minors, published by the emergency number. In order to ensure their rapid diffusion, it is also possible to register to be informed by email of any new publications and fact sheets council have been written by experts in the emergency number in order to prevent the disappearance or respond effectively when they do occur.

The 116 000 Missing Children also wishes to enter the date of may 25, to continue to raise awareness to the issue of the missing miners. Against this backdrop, young northerners wished to mobilize around the International Day of Missing Children , commemorated each year on 25 may. During the three days, they will be reunited in Faches-Thumesnil to collect donations when the new edition of the Stream, One for Kids, a charity event online.

Supported by the municipality, this appointment has been held for 2021 by Cédric Finney (aka Vaykhin), a young dad involved in the local association network. More than 40 participants will be gathered in a room provided by the city and will offer a 72-hour live broadcast on Twitch, a platform that allows you to stream content online in interacting with the public. In the program : the game-video, music, quizzes and many challenges to encourage spectators to donate to the other side of the screen. A format more and more popular in France since the creation of the Z Event in 2016. This event that will bring together the stars of the platform has helped collect more than 10 million euros in support of environmental groups during his edition 2022.

With ambitions to be more modest, the participants of the Stream Is for Kids hope, however, well meet the highest possible in favour of the cause they support : the 116 000 Missing Children. This issue of emergency support for families of victims of disappearance of a child with his team of lawyers, psychologists and special educators, and disseminates research on its website. Created in 2003, the european system is coordinated in France by the Law of Childhood foundation for child protection recognized as a public utility. Particularly grateful to the young benefactors, the structure has announced that the donations gathered this year will fund a new spot of awareness in order to know the emergency number to the greatest number.

In the previous edition, nearly 8 238 € had been raised to fund the workshops on the prevention of the risks related to the fugue in colleges and high schools. A record that the organisers are hoping to beat this year, with two times more participants and an ambitious program.

The Stream Is for Kids will begin on Wednesday, may 24, in the evening with a show of stand-up live in which will participate in the youth clubs of the metropolis of lille. The streamer will then take over for a marathon online 3 days which will end on may 27 at midnight with, at the end of the suspense, hope to see a 4-figure sum on the prize donations.
